MINUTES OF BOARD OF TRUSTEES MEETING MARCH 26, 2008

CALL TO ORDER: Chairperson Joseph Eisner called the meeting to order at 6:15 PM in Meeting Rooms C and D of the Library.  Present were Trustees Elaine Gross, Marilyn Leibowitz, Stefanie Nelkens and Michael Polansky, Library Director Gretchen Browne, and Recording Secretary Ruth Guarnera.

BUDGET REVIEW: After considerable discussion, the Trustees requested the Auxiliary Police line be increased by $3,000.00; Special Projects be reduced by $49,000.00, they retained $8,500.00 for a surveillance system; and the Grant revenue line increased to reflect receipt of recent grant funds. At 7:00 PM the regular monthly meeting commenced.

Mrs. Browne requested the Minutes reflect her appreciation to the undersigned for her work on the budget preparation.

PUBLIC PARTICIPATION:    None

MINUTES: The Minutes of February 20, 2008 and March 5, 2008 were accepted as written in a motion by Mr. Polansky, seconded by Mrs. Gross.

REVENUE & DISBURSEMENTS: Received and filed.

BILLS FOR PAYMENT: The schedules of bills dated 2/13/08 and 2/29/08 with the exception of check #52957 were approved in a motion made by Mr. Polansky, seconded by Mrs. Nelkens. Mrs. Gross made a motion, seconded by Mrs. Nelkens to approve check # 52957, Kids Edible Creations. The motion passed with four Trustees voting aye, Mr. Polansky voting nay, stating he cannot vote for a program which promotes childhood obesity.

DIRECTOR REPORT:
Mrs. Browne discussed the following:

-
Staff Attendance at Meeting and Procurement Procedures - The Board would like staff attendance at meetings on the agenda for the next meeting.
- Library Legislation Day - Ms. Klausner and Mrs. Rief were thanked for their excellent report on their day in Albany.
- Insurance Coverage - Mrs. Browne met with Mr. Ruf, Assistant Superintendent for Business at the Plainview-Old Bethpage School District. The Trustees want our insurance agent to review the school insurance policies to determine if we are adequately insured.
- Assemblyman Lavine - The Board requested Mr. Lavine meet with Senator Hannon regarding Library legislation for Dormitory Authority borrowing.
- National Library Week - The Friends of the Library will sponsor a reception and book signing for author Alyson Richman on April 14th.
- Foundation for Sight and Sound - Training for Zoom Text Extra, software for the visually impaired, will begin in April. The Foundation for Sight and Sound donated two complimentary copies of the software.
- Dedication for Bea Shacknow - A dedication and reception honoring Bea Shacknow will be held on May 3. New seating in the Family Center was purchased with donations in Mrs. Shacknow's memory.
- Press Conference "For Our Soldiers" - Assemblyman Charles Lavine and Senator Kemp Hannon participated in the press conference along with staff members Chris Tooker, Sue Victor and Renee Zeichner.
- POB in the NYT - Jennifer Hughes, a reporter from the New York Times conducted a phone interview with one of our patrons, discussing electronic "TumbleBooks".
- Textbooks in the Library - In a meeting with Acting Superintendent Jerry Dempsey and Assistant Superintendent for Curriculum Linda Bruno, housing middle school and high school textbooks in the library was discussed. Mrs. Nelkens suggested also having some grade school books in the Library.

UNFINISHED BUSINESS: Restroom Security - This item is included in the Special Projects portion of the budget and can be removed from the agenda.

NEW BUSINESS:  
Personnel & Salary Changes - On a motion by Mr. Polansky, seconded by Mrs. Gross, the personnel & salary changes were approved.
Book Sale to Benefit Relay for Life - Mr. Polansky made a motion to approve, seconded by Mrs. Nelkens. Mr. Polansky requested a financial report on the book sale.
Non-bargaining Unit Salary Adjustment Effective 7/1/08 - Mrs. Nelkens made the following motion, seconded by Mrs. Leibowitz and approved by all Trustees:

All employees on staff as of May 1, 2008, other than the categories of Clerical Aide, Page and Page part-time, receive an annual increase of $4,000.00, prorated for part-time employees.

Employees on staff as of May 1, 2008 in the categories of Clerical Aide, Page and Page part-time, receive an annual increase of $1,000.00, prorated for part-timers.

Approval for NLS Delivery Service Fee for 2008 - Mrs. Leibowitz made a motion to approve the fee. The motion was seconded by Mrs. Gross and approved by all Trustees.

OTHER BUSINESS:   
- Mr. & Mrs. Guttman expressed concern for meetings in the Library being jeopardized. Mr. Eisner explained the meeting room policy is being reviewed and it will be discussed at the April 16 meeting.
- Mrs. Nelkens noted the bookmarks for Amanda Marinoff and Janelle Schlossberger were very well received by the Plainview-Old Bethpage School District.


ADJOURNMENT: There being no further business, Mrs. Leibowitz moved the meeting be adjourned.  Mrs. Nelkens seconded and upon unanimous vote, the meeting ended at 7:50 PM.
